Preheat the oven to 375°F.
In a mixing bowl, combine the softened cream cheese, sour cream, green onions, garlic powder, onion powder, salt, and black pepper. Mix until smooth and well combined.
Lightly brush a muffin tin with olive oil or spray with cooking spray.
Press one wonton wrapper into each muffin cup, allowing the edges to hang over the sides.
Spoon about 1 tablespoon of the cream cheese mixture into each wonton cup.
Bake in the preheated oven for 12-15 minutes, or until the wonton edges are golden brown and crispy.
Remove from the oven and let cool for a few minutes before serving.
