Preheat your oven to 375°F (190°C) and lightly grease a baking dish.
In a large mixing bowl, combine the ground beef, cheddar cheese, breadcrumbs, Parmesan cheese, egg, garlic powder, onion powder, salt, black pepper, paprika, and parsley (if using). Mix until well combined.
Take a handful of the beef mixture and shape it into a flat rectangle, about 1/2 inch thick.
Roll the rectangle tightly from one end to the other to form a log. Repeat with the remaining mixture.
Place the rolled beef logs seam-side down in the prepared baking dish.
Bake in the preheated oven for 25-30 minutes, or until the beef is cooked through and the tops are golden brown.
Serve warm with marinara sauce for dipping.
