Preheat your oven to 350°F (175°C) and line a baking sheet with parchment paper.
In a large mixing bowl, combine the melted butter, granulated sugar, and brown sugar. Mix until smooth.
Add the eggs one at a time, mixing well after each addition, then stir in the vanilla extract.
In a separate bowl, whisk together the flour, cocoa powder, baking powder, and salt. Gradually add the dry ingredients to the wet mixture, stirring until just combined.
Fold in the chocolate chips until evenly distributed.
Scoop about 2 tablespoons of dough and flatten it slightly in your palm. Place a teaspoon of chocolate hazelnut spread in the center, then fold the dough around it to form a ball.
Place the cookie balls on the prepared baking sheet, spacing them about 2 inches apart.
Bake for 10-12 minutes, until the edges are set but the centers are still soft.
Let the cookies cool on the baking sheet for 5 minutes before transferring them to a wire rack to cool completely.
