- Preheat your oven to 350°F (175°C). Prepare a greased 9x13-inch baking dish.
- In a large mixing bowl, combine the ground beef, crushed saltines, milk, Italian herbs, onion powder, garlic powder, salt and pepper, and optional cayenne pepper. Mix until just combined.
- Shape the mixture into 8 evenly sized patties, about ½ inch thick, and dredge each in flour.
- Heat a skillet over medium-high heat. Brown each side of the patties for 2–3 minutes until golden brown.
- In a mixing bowl, whisk together the cream of mushroom soup and milk until smooth. Pour the gravy mixture over the browned patties in the baking dish.
- Cover the dish with aluminum foil and bake for 30 minutes. Remove foil and bake for an additional 10 minutes.
- Let the dish rest for 5 minutes before serving with mashed potatoes or buttered noodles.
