Heat the vegetable oil in a large skillet or wok over medium-high heat. Add the sliced kielbasa and cook until browned, about 5-7 minutes.
Add the sliced bell peppers, broccoli, and snap peas to the skillet. Stir-fry for an additional 5 minutes until the vegetables are tender-crisp.
Stir in the minced garlic and cook for 1 minute until fragrant.
In a small bowl, mix together the honey, soy sauce, cornstarch, and water until smooth. Pour the sauce over the kielbasa and vegetables, stirring to coat everything evenly. Cook for another 2-3 minutes until the sauce thickens.
Serve hot over cooked rice or noodles.
