In a skillet over medium heat, brown the ground beef or turkey until fully cooked. Drain excess fat and transfer the meat to the slow cooker.
Add the diced onion, minced garlic, and diced bell pepper to the slow cooker.
Pour in the diced tomatoes, tomato sauce, and broth. Stir to combine.
Add the uncooked rice, oregano, basil, salt, and black pepper. Mix well.
Cover and cook on low for 6-8 hours or on high for 3-4 hours, until the rice is tender.
Once cooked, stir in the shredded cheese until melted.
Serve hot, garnished with fresh parsley if desired.
