- Season the chicken breasts with garlic powder, onion powder, smoked paprika, salt, and pepper. Heat olive oil in a large skillet over medium-high heat and sear the chicken for 4-5 minutes on each side until golden brown.
- In a medium saucepan, bring chicken broth and a pinch of salt to a boil. Add rice, stir, cover, and simmer for 15-18 minutes until tender. Fluff rice with a fork.
- In the same skillet, reduce heat to medium and melt butter. Whisk in flour until golden, then gradually add milk and chicken broth, stirring until sauce thickens.
- Remove skillet from heat and stir in cheddar cheese and Parmesan cheese until melted. Adjust seasoning as needed.
- Return chicken to the skillet and spoon sauce over it. Cover and simmer on low for 10 minutes.
- To serve, place fluffy rice on plates, top with smothered chicken and sauce, and garnish with chopped parsley.
