Stir in the soy sauce, teriyaki sauce, garlic powder, and ginger powder. Cook for an additional 2-3 minutes until the turkey is fully cooked and the sauce is well combined.
While the turkey is cooking, steam the broccoli and bell peppers until tender, about 4-5 minutes. You can use a microwave steamer or a pot with a small amount of boiling water.
In serving bowls, layer the cooked rice, followed by the teriyaki turkey mixture, steamed vegetables, and shredded carrots.
Top with sliced green onions and sesame seeds, if desired. Serve warm.
